Esperance Aged Care (NFP) – Project Plan and Funding Submission

Introduction

Esperance Aged Care Facility (EACF) is a not-for-profit organisation providing essential residential aged care services, including dementia care, to up to 90 residents. Located in Esperance, Western Australia, a remote area with a population of 13,883, EACF serves as a critical service provider in a region where alternative facilities are located 390 km away in Kalgoorlie and 480 km away in Albany. Due to its location and the high costs associated with delivering services in remote areas, EACF fills a vital gap in aged care that would not be viable for a profit-driven entity.

Situation

EACF identified an urgent need for critical infrastructure upgrades to its resident accommodation, facilities, and staff quarters to continue providing high-quality care. However, securing the necessary funding posed a challenge due to limited financial resources and intense competition for government grants. The Federal Government’s Aged Care Capital Infrastructure Assistance Program – Thin Markets grant was identified as an ideal funding source. Yet, with 297 applications expected to far exceed the program’s funding capacity, the competition for grants was anticipated to be fierce.

Solution

EACF engaged BlueSalt Consulting to assist in preparing a comprehensive funding submission. Working closely with the CEO and the Residential Services Manager, BlueSalt Consulting developed a detailed Project Plan and risk assessment tailored to meet the funding body’s mandated template requirements. A strong emphasis was placed on presenting a compelling and evidence-based case for why EACF was deserving of the grant.

Key components of the submission included:

  1. A thorough assessment of infrastructure needs.
  2. Clear articulation of EACF’s unique role in providing critical aged care services in a remote and underserved region.
  3. Risk mitigation strategies and long-term sustainability planning.
Outcome

In 2024, EACF was successfully awarded $3.299 million through the Aged Care Capital Infrastructure Assistance Program – Thin Markets grant. This funding will enable the facility to undertake the much-needed upgrades, ensuring it can continue delivering essential aged care services to the Esperance community. Among 297 applicants, EACF was one of only 76 recipients, a testament to the strength of the submission prepared by BlueSalt Consulting.
